ASCOPE Decommissioning Guidelines

RESL wrote the draft ASCOPE Offshore Decommissioning Guidelines for the committee, with representatives from Asian countries, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Dr. Brian Twomey, a former UN ESCAP Technical Decommissioning specialists, collaborated on UN ESCAP reference books.

ASCOPE commissioned Dr. Twomey to lead technical workshops on the Asia Pacific Regional Decommissioning Guidelines. RESL then supported ASCOPE in creating the draft regional decommissioning guidelines.

The ASCOPE Decommissioning Guideline (ADG) provides flexibility within legal frameworks for ASCOPE Member Countries. The ASEAN Council on Petroleum (ASCOPE) authorised the ADG for Oil and Gas Facilities designed to suit ASCOPE Member Countries and international laws while adhering to national legislation.

The ADG offers a strategic framework for decommissioning offshore oil and gas facilities, avoiding prescription. It’s periodically reviewed and aims for submission, approval, and consultation flexibility. It considers decommissioning on a case-by-case basis.
